Under DOS, the serial ports are named
COM1: COM2: etc. Under Linux,
each port has TWO names:-
If you are using a mouse, it is probably on DOS COM1: (cua0 or ttyS0); so you
are probably connecting your modem to DOS COM2: (cua1 or ttyS1). If you
configured a modem at installation time,
/dev/modem will be
linked to the correct serial port...

Make sure your modem is connected to the correct port and turned on.
As root, edit /etc/rc.d/rc.serial, adding the lines
# Set up the serial port to go to 115,200 baud when 38,400 requested # This assumes that your modem can run at 115,200 baud! /bin/setserial /dev/cua1 spd_vhi
